With reference to my despatch No. 231 of the

15th ultimo I have the honour to transmit to you herewith

oopy of a note which I have received from my Spanish Colleague

stating that his Government have authorized him to consent

to the prohibition of the importation into China of morphia

and instruments for its injection, on the same conditions,

in the same form and at the same time as His Britannic Kajestys

Government.

At an interview with the Winisters of the Wai Vu Pu

yesterday I mentioned the fact of the Spanish Government

having notified its adhesion to the arrangement and enquired

whether any reply had been received from Germany.

Their

Excellencies informed me that Germany had also notified its

consent to the prohibition and that they were now merely

awaiting the decision of Japan before proceeding to take meas-

ures for the enforcement of the arrangement.
